Is this realistic for us?
Market orientation
Before committing budget, most companies need a sober answer to a simple question: does this market work for what we sell, and what will it take to get in?
We produce a written assessment you can put in front of a board — the shape of the market, the regulatory landscape in outline, the practical obstacles specific to your sector, and a mapped list of the partners, suppliers, distributors and counterparties worth approaching.
What you get

What this does not include
Legal opinions on specific regulation, audited financial projections, and formal valuation.
Who does what, in what order?
Establishment coordination
Setting up in Croatia involves a notary, an accountant, usually an attorney, a bank, and several authorities — each with their own sequence, documents and lead times. Run in the wrong order, a straightforward registration takes months.
We manage the project. We set the sequence, prepare and check documents before they are submitted, book and brief the meetings, follow up on what is pending, and report back at agreed intervals in a language you work in. The regulated acts are performed by the professionals qualified to perform them; our job is that they happen in the right order, with the right paperwork, on time.
What you get

What this does not include
Drafting or certifying legal instruments, legal representation before authorities or courts, bookkeeping and tax filing, and certified translation. We bring in licensed professionals for each.

Local representation and administrative support

Many companies do not need an office in Croatia. They need someone in Croatia — a named person who opens the post, answers the phone in Croatian, chases the matter that has gone quiet, and tells you when something needs your attention.
This is a standing engagement, usually monthly, scaled to how much is actually happening.
What you get
- A named point of contact for local counterparties and authorities
- Correspondence handling and document management
- Coordination of translations and certified translators
- Follow-up on pending matters and deadline monitoring
- Periodic summary of what happened and what needs a decision
What this does not include
Acting as your legal representative or authorised signatory, holding client funds, and any activity requiring a licence we do not hold.

Meetings, delegations and events

Partner meetings, site visits, trade delegations, conferences and B2B events — arranged so that the people you want in the room are in the room, prepared, and there is a written record afterwards.
Covers everything from a single well-prepared meeting to a multi-day programme for a visiting delegation.

- Venue, catering, interpreting and transport logistics

What this does not include
Marketing and PR campaigns, and travel agency services.
Why is nothing happening?
Croatian public administration
Some matters stall for reasons that are not written down anywhere. A record sits in an archive nobody mentioned. A procedure follows a logic inherited from an administration that no longer exists. An office turns out not to have the competence everyone assumed it had.
This is the part of the practice built on genuine specialist knowledge: how Croatian administration, registers and archives actually work — how they came to be organised the way they are, where records are held, how incomplete documentation can be reconstructed, and what makes a stalled file move again.
It matters most in property and land matters, historical ownership and restitution questions, and anything that depends on older register or cadastral data.

What this does not include
Legal advice on the merits of a claim, and representation in administrative or court proceedings. Where a matter turns out to be legal rather than administrative, we say so and hand over to an attorney.
Working with licensed professionals
Where an engagement needs a licensed professional — an attorney, an accountant, a certified translator — we identify the right one, brief them and coordinate their work, so you deal with one point of contact instead of four. Contra Consulting does not itself provide legal services within the meaning of the Croatian Legal Profession Act; knowing precisely where that line falls is what makes the coordination worth having.
